Matching System in rank

I wonderting about matching system in rank that when I played hunter tier II (snake)
and I always matching with 4 survivors that in tier IV (elephant) its bug or notM
if its not a bug, I not surpried why many players want to be a hunter.

Could just be that they were waiting a long time and couldn't match them with anyone close to their rank.  Should they just not get to play?  I mean it sucks since most tier 4/5 survivors have about an 80% win rate compared to the 50% for tier 5 hunters which means lower tiers have an even worse win rate, but you also can't block them from playing.  Maybe have a handicap in place if 2 rank difference could be something to implement, but I doubt the matching was a bug.
